Welcome

It is my pleasure to welcome members of NZSOLD, as well as members of our wider community, to join us for a Workshop on Consequence Assessment and Potential Impact Classification (PIC).

Consequence Assessment and PIC is vital to how we manage the safety of NZ dams. PIC has growing importance in resource consent processes, and will have even greater importance under the proposed dam safety regulations. At the same time, PIC depends on sound judgement in a complex area and deft handling of uncertainty.

PIC has real implications for everyone in the dams industry. This Workshop will be relevant to dam owners, regulators, consultants, contractors, suppliers, and academics, including those who are new to the industry as well as more experienced practitioners. There will be a dynamic mix of presentations from leading experts, interactive group work, and panel debate.

The objectives of the Workshop are;

  1. To share and build knowledge about consequence assessment and PIC; and
  2. To identify gaps and opportunities for improvements/further guidance in PIC practice.

In a recent survey of members, the following sub-themes emerged, which will inform the content of the Workshop;

  • Transient populations in PIC assessments
  • Potential loss of life estimates, including points of interpretation and merits of different methods
  • PIC in the context of relatively small dams, including flood detention and irrigation dams
  • Dam break inundation mapping for PIC versus for emergency planning

We look forward to your involvement in a Workshop on this fundamental and provocative topic.
